Dear DEQ Office of Greenhouse Gas Emissions,

As an Oregonian who cares deeply about the future of our state and our planet, I strongly support DEQ’s efforts to swiftly restore Oregon’s Climate Protection Program (CPP). By reinstating a strong CPP by the end of this year, DEQ will deliver justice to Oregon communities and reduce emissions from our top sources of climate pollution.

Climate change is already causing devastating consequences for Oregon communities and local economies. The destruction caused by recent climate-fueled weather events and natural disasters have harmed Oregonians immeasurably. There are public health and safety risks and increased costs to everyday Oregonians as they try to stay safe under extreme conditions caused by climate change. These risks and increased cost disproportionately harm our most vulnerable communities.

By cutting climate pollution and investing in frontline communities, the CPP will provide vital economic, job creation, and public health benefits for Oregon families, workers, and communities, now and in the future. It is therefore essential that DEQ uphold the integrity of this program.

With that in mind, I urge DEQ to maintain language in the final rules that will uphold the integrity of the program, including: requiring compliance every two years; disallowing offsets; upholding the proposed price for Community Climate Investment (CCI) credits; and directly regulating industrial natural gas emissions while maintaining the integrity of the overall cap.

I also strongly urge DEQ to strengthen the rule language to ensure that the Climate Protection Program delivers climate justice and investments for communities, achieves near-term, science-based emissions reductions, and holds large industrial polluters accountable for their emissions.

Specifically, I urge DEQ to: 
–  Deliver climate justice by maintaining a strong and effective CCI program that prioritizes communities that experience climate change impacts first and worst, and ensuring near-term investments. I therefore OPPOSE adding more compliance instruments, which rewards oil and gas companies at the expense of communities.
–  Follow the science by adopting a science-based emissions cap and ensuring near-term emissions reductions. I urge DEQ to require immediate compliance for oil and gas companies to reduce pollution.
–  Hold industrial polluters accountable to the harm they have caused Oregon communities for generations by regulating all emissions from large industrial polluters under the cap.
