It’s time for Oregon to lead in the clean tech economy. Right now, companies around the world are using federal Inflation Reduction Act incentives to expand or establish clean technology businesses and manufacturing facilities in the United States. HB 4112 seeks to drive as much of this economic growth, job creation, and prosperity to Oregon communities as possible. This legislation would establish a new grant program to attract, expand and sustain in-state manufacturing of clean energy technologies like heat pumps, solar panels, and electric vehicle infrastructure.

As a constituent who cares about supporting Oregon’s local economies and communities, I urge you to prioritize funding for and adopt the bipartisan Oregon Clean Technology Leadership bill, HB 4112, this session. HB 4112 offers a trifecta of solutions to maximize Oregon's competitiveness in attracting, expanding, and sustaining new and existing clean energy technology manufacturers.

I support the bill’s key solutions:

Incentives: Creates an Opportunity Fund within Business Oregon to support companies in establishing, retooling, or expanding clean energy technology manufacturing facilities in Oregon.

Procurement: Directs the Department of Administrative Services (DAS) to develop a statewide policy for evaluating and procuring zero-emission technologies to promote in-state clean tech job creation and manufacturing.

Advisory Council: Establishes a statewide advisory council to support public-private partnership and identify additional strategic policy mechanisms and tools for Oregon to attract, grow and sustain clean energy technology companies.

By investing in Clean Tech Leadership this session, the legislature will help Oregon to secure upwards of $768 million in federal Inflation Reduction Act incentives in domestic manufacturing for clean energy technologies like heat pumps, solar panels, and electric vehicles, which are in ever-increasing demand. This legislation will enable Oregon to lead in developing and delivering clean energy technologies.

In doing so, HB 4112 will support sustained local economic growth, address supply chain constraints, lower costs for Oregonians, and create much-needed family-wage jobs across the state.
