As Oregon families work to get their feet back under them, some of our community members with low incomes are facing bigger challenges for simple things, paying their energy bills. Many are facing increased energy burden (the share of their income that goes toward energy bills) because they are now working from home. At the same time, low-income households are often those who have the least ability to engage in state decision-making to determine energy bill rates.
That’s why OEC supports the Oregon Energy Affordability Act (HB 2475), which will establish important energy bill protections for low-income Oregonians. The bill will also support stronger representation for low-income and other vulnerable communities in state processes that determine utility bill rates, which will help reduce energy burden moving forward.

Today, too many Oregon families are facing difficult financial decisions. Low-income Oregonians are struggling to pay their energy bills, which have been even higher as people spend more time at home during the pandemic.
No one should be forced to choose between putting food on the table or keeping the lights on. The Energy Affordability Act will help reduce energy costs for low-income Oregonians and increase representation in decision-making on utility rates.
